Whitelabel vs Turnkey vs Self-Build: The 2026 Decision Guide for India Casino Operators

By Raj Published September 2026 ~11 min read

If you are planning to launch a casino, exchange, or sportsbook brand in India in 2026, you have three real options: rent a whitelabel, buy a turnkey solution, or build your own platform from scratch. Every operator conversation eventually gets stuck on this decision, and most brands get it wrong by picking the option that matches their ambition rather than the option that matches their current stage.

This guide breaks down what each path actually costs, how long it takes, what you control, and — most importantly — when each is the right call for an Indian operator. No hedging.

TL;DR: Whitelabel wins for 80% of new India operators. It costs INR 51,000 refundable to launch, is live in 24 to 48 hours, and lets you find out whether the market wants your brand before you spend INR 60 lakh to 1.5 crore on a platform you might not need. Turnkey and self-build are correct only for very specific scenarios.

The Three Paths in One Table

Self-buildINR 60 lakh to 1.5 crore build + ongoing engineering6 to 9 months for MVPFull stackOperators past INR 5 crore monthly GGR who need custom mechanics

The numbers above are Indian market ranges from 2026. Global providers quote in USD and their setup fees start higher; the ranges shown are what Indian operators actually pay when they engage local platform providers or Indian-market-tuned global ones.

Path 1: Whitelabel — Rent the Platform, Own the Brand

A whitelabel is a fully built casino platform where you get a tenant account, apply your branding, and go live. The platform provider handles games, live-dealer streams, RNG certification, transaction infrastructure, and provider integrations. You get an admin panel, a wallet, and a frontend under your own brand and subdomain.

What it costs. Indian whitelabel platforms have moved to refundable-deposit models over the last 18 months. Our own casino whitelabel starts at INR 51,000 refundable — the deposit sits with the platform against your account, gets returned when you close the account. Add 3 lakh points in player bonus chips for early promotional spend. There is no non-refundable setup fee on the entry tier.

Ongoing economics. The platform takes a share of GGR (usually 15 to 30% depending on volume) plus payment-gateway pass-through. You keep the rest. There is no per-user or per-month platform fee added on top on the tier we run.

What you control. Brand, marketing, player acquisition, retention, bonus strategy, agent hierarchy. The frontend look, colours, subdomain, and language mix are yours. What you do not control: the underlying tech stack, the shared game catalogue, and provider integrations.

The trade-off. You are one of many brands on the same infrastructure. A platform outage affects everyone. A game provider dispute happens at the platform level, not yours. If the platform decides to change its GGR share terms, you have limited leverage.

When it is the right call. First-time operators. Sub-brands from established operators. Existing super-agents graduating to owning their own brand. Regional-language spin-offs. Any brand where you want to prove market demand before spending platform-tier money.

Path 2: Turnkey — Buy the Platform, Run It Yourself

Turnkey means the vendor delivers a complete platform to you — casino, sportsbook, admin, wallet, provider integrations — and you operate it under your own gaming licence and payment relationships. It is closer to owning software with a maintenance contract than to renting a tenant slot.

What it costs. Setup fees in India run INR 15 to 30 lakh depending on how many verticals (casino, exchange, sportsbook) and how many providers you integrate on day one. Monthly platform-maintenance fees follow the launch, usually INR 1.5 to 4 lakh per month. Payment gateway, KYC vendor, and support team are your relationships to negotiate.

What you control. Almost everything above the game engine. Bonus mechanics, agent hierarchy customisation, some backend logic, payment routing, custom KYC flows, brand across every surface.

The trade-off. Speed and price. You are managing more relationships (payments, KYC, support, licence, engineering vendor) than you would on a whitelabel. If your GGR does not scale fast enough to absorb the fixed platform fee, the monthly burn is real.

When it is the right call. You already hold a Curaçao, Kahnawake, or PAGCOR licence. You have existing payment gateway relationships (either direct MDR-negotiated deals or an aggregator that lets you get more favourable rates than a whitelabel offers). You have a specific product angle — a custom game vertical, a proprietary bonus mechanic — that a whitelabel cannot deliver.

Path 3: Self-Build — Own the Whole Stack

Self-build means you engineer the platform yourself, either with an in-house engineering team or a dedicated dev shop. You own every piece of code, every database schema, and every business rule.

What it costs. Realistic Indian ranges for an MVP that has casino + exchange + sportsbook, wallet, admin, and a working KYC + payment layer: INR 60 lakh to 1 crore for a lean build with 4 to 6 engineers over 6 to 9 months. Add another INR 40 lakh to 50 lakh if you want native mobile apps in the first release. Then INR 6 to 15 lakh per month in engineering payroll to keep the platform running and evolving.

Game provider integrations are separate. Even with your own platform, you still integrate against third-party game providers (Evolution, Pragmatic Play, Ezugi, etc.) and pay their revenue-share terms. Building your own games is a further 12 to 24 month engineering programme and is only worth attempting if games are the differentiator.

What you control. Everything.

The trade-off. Time and capital. You are 6 to 9 months from a functional MVP and 12 to 18 months from feature parity with a mature whitelabel. In that window, every rupee spent is a rupee you are not spending on player acquisition. If the market response is weak, you have spent crore-level capital on a platform that no one is using.

When it is the right call. You are past INR 5 crore monthly GGR on someone else's platform (usually a whitelabel you have outgrown) and platform economics have started eating meaningful margin. You have a specific product angle — a custom exchange market, a proprietary retention mechanic, a niche game vertical — that the market has responded to and that you cannot deliver on a shared platform. You are backed by capital that lets you fund 12 to 18 months of build without needing the platform to generate revenue in that window.

The Realistic Progression Path

Most successful India operators progress through these three options rather than picking one:

  • Year 1: Whitelabel. Prove product-market fit, learn player behaviour, build the acquisition and retention muscle without platform overhead. Cost: refundable deposit + operating margin.
  • Year 2 to 3: Turnkey OR stay on whitelabel with better commercials. Move if you need specific control (custom bonuses, direct payment relationships, own licence). Stay if the whitelabel economics still work at your GGR volume.
  • Year 3+: Self-build considered when GGR crosses INR 5 crore monthly and platform-share economics have started eating serious margin. Even then, most brands stay on turnkey rather than build; self-build is the exception, not the rule.

Skipping to self-build in Year 1 is the most expensive mistake we see. Founders who insist on owning the stack from day one spend 9 months in engineering while competitors on whitelabels are already 9 months into player acquisition.

How to Choose in Five Minutes

Answer these five questions honestly:

  • Do you have live players today? If no, start whitelabel. If yes on someone else's platform, still start whitelabel with your own brand — no operator has ever regretted proving demand before building.
  • Do you hold your own gaming licence? If yes, turnkey becomes more viable because you can layer your own compliance and payment relationships. If no, whitelabel handles the licence question via the platform's jurisdiction.
  • Do you have your own payment gateway relationships? If yes, turnkey lets you keep the MDR advantage. If no, whitelabel is cheaper because it uses the platform's aggregated PG deals.
  • Is your product angle a custom mechanic that a whitelabel cannot deliver? If yes, turnkey or self-build. If no (and it usually is no for first-time operators), whitelabel.
  • How much capital can you burn before revenue arrives? If you have crore-plus that can sit dark for 9 months, self-build is on the table. If not, whitelabel or turnkey.

Four out of five of those questions point most operators to whitelabel. That is not a coincidence — it is why the whitelabel model exists.

The Marketing Side Is a Separate Decision

Whichever platform path you pick, filling the platform with depositing players is a separate job. Meta Ads, Google Ads, WhatsApp, calling, SEO — these live outside the platform choice. A brand on a whitelabel with strong marketing beats a brand on a bespoke platform with weak marketing, every quarter.
